How can I purchase an iPhone from France?

Before you get too far with this, do you understand that a phone purchased from France will have no warranty coverage in the U.S.?

Apple does not ship internationally, so you would have to enlist someone to purchase the phone for you in France and then ship it to you in the U.S.

If the phone requires service, you will have to ship it back to someone in France who can take it in for service, pick it up when repairs are complete and ship it back to you.

As to whether the phone will work in the U.S.......it should.....but "should" is not the same word as "will". So, you would want to verify that with the carrier that you are planning to use before you purchase the phone. The carrier will likely be less than thrilled to work with you on this.....because they honestly may not know until they try to set up the phone.
