iOS 16.7.10 incompatibility with edited PDFs in Notes on iPhone X

I edited a pdf attachment in Apple Notes on Mac M1 running sequoia 15.1 , then opened the pdf on iPhone X running ios 16.7.10 the document in view only mode and when tapped i icon next to it , it says : This document has been modified using a newer OS version. Upgrade to the latest OS to modify it on this device.

i can’t upgrade my iPhone x to any newer ios , 16.7.10 is the latest version of ios i can get .

is there a solution to this issue? If not then I’m very disappointed that such basic functionality (having editing pdf attachments in notes) cannot work btw different OSs , i mean i would get it if i’m using ancient ios like ios 7 but seriously this is ios 16 , IT IS NOT OLD !
