iPadOS 16.7 can't drag some apps to dock

I have an original iPad Pro running iPadOS 16.7 . I am able to drag default iPad apps to and from the dock. I cannot drag "Settings" to the dock, nor can I drag apps downloaded from the Apps Store. I seem to recall being able to drag "Settings" to the dock under older iPadOS versions. What am I missing?

Thanks, LotusPilot. I couldn't see the dividing line between the left and the right. In "Settings: Home Screen" I had both of the dock options turned off. Turning them back on allows me to do what I want to do.

When dragging Apps to the dock, you'll not be able to drag them to the right of the divider within the Dock; this area of the Dock. Apps can only be dragged to the left-side of the divider; Apps to the right are recently opened Apps (up to three) plus the App Library.

The total number of App icons is limited by the size of your iPad screen. An iPad Pro 12.9/13" can accommodate up to 17 Apps - plus three recently opened Apps. Smaller screen sizes can accommodate fewer Apps within the Dock.
