iPhone 15 when I open location services everything has a grey look and I can’t control anything
I open settings then choose location services everything is greyed out you can see where the apps that are turned on but cannot turn off why

Because there is a restriction on changing location settings, either in Settings/Screen Time, or if your iPhone is managed (has MDM installed) or has a business or school email account and the manager/account owner does not want you to change Location settings.
