Ipod touch not showing up in itunes (PC)

My iTouch will not show in Itunes. I've tried re-installing itunes. I've tried a dozen reboots I've tried restore mode. I've tried every single thing on the apple site with ZERO result.

The ipod works on 3 other computers just fine... just not this one

Unfortunately I have tried those, multiple times and no dice. Like I said if it's on the apple site I have tried it many times.
