Safari is an internet browser. Some other browsers are Microsoft Edge, Google Chrome, Firefox, etc.

Bing is a search engine. Other search engines are Google, Yahoo, Bing, DuckDuckGo, etc.

You can't change Safari to Bing because one is a browser and the other is a search engine.

If you want to use the Bing search engine in Safari, go to Settings > Safari > Search Engine and select Bing.

If you want to change to a different default browser, download the browser from the App Store. Also see the following: Change the default web browser or email app on your iPhone, iPad, or iPod touch - Apple Support
