Usb ports on 2011 Imac keyboard not working. The usb port on the display works fine. I am running high sierra
iMac 21.5″, macOS 10.13

What are you trying to connect to the Keyboard? I personally never connect anything to the keyboard other than a mouse or other similar pointing device. Sometimes maybe a USB stick. Many times even a USB stick cannot be powered by the keyboard.
It's certainly possible a 13 year old keyboard could have a hardware failure. I don't suppose you have access to another one to test?
The Keyboard ports won't even handle some Mice mA wise...

No. You are probably right. Believe it or not I never noticed them because I never needed them
I think I've plugged a USB drive in one of them in the last decade or so. :)
