How can I fix hover issues on specific web pages?

Not all websites but a few are showing an arrow with blue spin wheel curser. If I hover over either sign in, description or even pictures it will not let me do anything. Strating to get frustrated uuuuggg. This happens like I said to a few sites but one inparticular. Please Help. Thank you.
