Recall from a locked screen (IOS 18.1.1, 16 pro)

I recently switched to iPhone 16 pro and I ran into the problem that if I had a missed call and I want to call it back, I have to unlock the phone first and then it throws me into the phone menu. Previously this worked by clicking on it and it would immediately start the callback, and that was the tried and tested method for me. I have the callback permission turned on in settings, but it still doesn't work. Can anyone help me?
