OSX popped up a message to verify that my phone number is still correct. After clicking that and opting to change my phone number, I'm prompted with a password prompt. Is this valid?
I logged in through AppleID (or whatever they call it now) and saw that Apple had my correct phone number. That makes me think this is a SCAM.

You're not communicating with Apple when you post in the Community. Apple support or customer services representatives do not participate in these forums. We're all just fellow users, helping out as we have time and knowledge to share.
As to the message, without being able to see it I can't be certain, but as a general rule I would consider any such message a scam unless and until proven otherwise. As you did, the best approach is to log into the referenced site directly, not clicking on any link in such a message or calling any phone number presented, and confirming directly in the company's site.
