Why am I unable to accept terms and conditions on iCloud ?

I have looked at related problems and can see from other suggestions for this problem that I have 2 iCloud accounts referenced in my accounts section in Settings, Mail. One is the active account that I am using and the other shows as inactive. I can't delete this inactive account, and it looks like this is preventing me from accepting the iCloud &Cs. I haven't seen a solution for how to delete the inactive account. Does anyone have any ideas please?
