Share iPhone apps with this ipad
I have a new iPad and want to sync it with my iPhone

What exactly are you trying to accomplish? If you want apps that you've purchased, log into the App Store using the same Apple Account you used on your iPhone and you can download the apps to your iPad, presuming of course that the apps support an iPad.
