You don't. The App Store cannot be deleted, so there is no way to redownload it. It could be that there are restrictions placed on your iPhone that prevent the use of the App Store.
Go to Settings > Screen Time > Content & Privacy Restrictions, and turn it off. After that restart the phone and see if the App Store returns.
