My phone was in a pawn shop. I took it out, paid for everything, and I think my iCloud is still tied to their iCloud because it asked for their password during the upgrade. I want my iCloud to no longer be tied to theirs, and my phone to not be monitored.

Do you have the original purchase receipt from when you bought the phone new, which shows the serial number of the phone? If you do, Apple will help you. If you don't, you'll need whoever used the phone to remove the phone from their account. The chances of you ever finding them are slim to none and Apple won't help you with that.
