My iPhone asked me to upgrade to a different iCloud, and why?

My phone was in a pawn shop. I took it out, paid for everything, and I think my iCloud is still tied to their iCloud because it asked for their password during the upgrade. I want my iCloud to no longer be tied to theirs, and my phone to not be monitored.
