My nine year old daughter spent money in Roblox without my permission, she snuck on to my ipad while everyone one in the house was asleep why cant I get a bloody refund. I needed that money for bills.

While you may or may not be able to obtain a refund for what (to Apple) will have been seen as a legitimate purchase from your device (and therefore by you), you might be well advised to ensure that your iPad (and other devices) are locked with a Passcode known only to you - and not your daughter.
