There is a lengthy beta period for any macOS release wherein the vendor has access to the relevant Apple Software Development (SDK) tools. The developer, not Apple, is responsible for keeping their product compiled against the current released version of macOS and adapting to any changes Apple makes to the operating system.
No lottery is involved. Apple provides the vendor with the appropriate tools that should prevent your CorelDraw icon and image viewing issues from ever occurring. The next point update of the CorelDraw software may fix this issue, or it may not. That is up to Corel.
Corel may already be aware of this issue, and if it is not them, they should notify the Apple Sequoia product team with appropriate vendor feedback. This might even resolve itself when Sequoia v15.2 is released later this year.
