Has anyone else noticed a blank row under the accessibility menu? With the security issues ever evolving I am wondering if this is just a system glitch or something else?

I have also completely factory reset and restored the phone - interestingly I have consistently received the looping error that the "iPhone is already partially set up" erase and start over....only to continue looping back to the error
