Whenever I open an app whatever file I had open during the previous session reopens. This just started happening. I did not change anything. Even if I close the files and delete the list of Recent files before closing the app they still open and the Recent list reappears.
Mac mini (M1, 2020)
I had not changed anything when this suddenly began yet the following solved the problem:
System Preferences > General > Check box for Close windows when quitting an app
