Add to Wallet button not working on iPhone

The add to Apple Wallet button is not working.

When clicking the button normally I get safari can’t download the file, but if I long press to open a preview I get the security question. I click allow but the window closes. Screenshots attached

I’ve tried downloading from a desktop and emailing it to my iPhone to no avail. Have you come across this before?
