m4 macbook pro ignores command-r and correct password cycles forever

I have just migrated my macbook pro m4 14" with a good timemachine backup from my prior system. It recognized everything however, once I attempted to actually login after completing the migration, my only user on the system cycles forever. Attempts to recover and reset to factory default using command-R is consistently ignored, as if they have created a completely new key combination that has not been documented for m4 silicon. Literally NOTHING works, and I have a $1999 brick with my personal data on it, which needs to be scrubbed before returning it to Best Buy.


What is the current procedure for factory resetting a Macbook Pro M4 laptop if the primary user profile cycles forever after providing the correct password for that profile?

command-R only worked with Intel Macs.
