iPad is locked to owner

Hello!

Let me tell you the story and if you can help me with a decision.

Maybe like a year ago my father-in-law found an iPad on the ground here in Romania, he takes it home because it was turned off and he doesn't know how to use it. He brings it to me, i turned it on and let it to charge to have 100% battery every day for about 2 weeks. The iPad is locked to owner, i let it on with hope that the owner used find my device and come to take it back. With no hope the owner didn't appear and first it showed me the email the account was made (i mean 2-3 letters and after ****). After that time i let the iPad and never touch it since yesterday when i said to turn it back on to see if the owner did something. I don't know what to do with it. I live far away from an apple store or something to give them the iPad. It been a year and nobody try to find it.

So, I started to write here, what do you think I should do now after a year?

Thank you in advance!

Apple cannot (and will not) assist with reuniting a lost device with its owner. Unless a found device has an active network connection - and the owner has marked the device as lost with a visible message in-screen, you’ll not be able to identify the owner or any contact information.

The best advice that can be offered is that you hand the device to your local authorities - along with a description of where and when the device was found. Alternatively, if found at a public transport hub, they will likely have a lost a found department with whom you can deposit the found item.

Be aware that if the iPad is Activation Locked as described, in absence of the original owner, the iPad is and will remain useless to you - or anyone else.

Apple cannot help with identifying the owner - as in using any data to which they may have access will transgress data protection and privacy laws/legislation of many regions and countries - including the European Union.

Your best option would be to hand the device to your local authorities - together with an explanation as to where and when the item was found.
