I don’t hear any ring tone for outgoing calls, just silence until called person answer call or notification that called person does not answering. It is very annoying.

That sound you hear when calling someone is called a ringback tone and is generated by your carrier, not the phone. Contact your carrier for help with this issue.

I had the same problem, mine got resolved after assigning sim (which is holding my facetime registered number) to that contact "Always use".
Looks this issue started during my travel since I've disabled the SIM due to roaming and contacts don't have any default sim to call.
