Camera Icon Not available in Notes (iCloud or "On My Phone") Iphone 15 Pro Max

I'm trying to scan a document in iCloud Notes (or "On My Phone" option would be fine as well), but the camera icon is not available within the notes app.

Checking Settings -> Privacy -> Camera -> the "Notes" app is NOT listed.

I deleted the original Notes app from the phone and reinstalled the Notes app through the app store. (Same results).

How do I get my camera option back in iPhone 15 notes?

Where were the Notes? The pic below is self-explanatory.

If they were stored on Gmail, Yahoo, or Outlook etc. then please add the account and enable Notes under them. See the pic below which is self-explanatory

The various options that you are referring ("the second text menue") to will exist only if your Notes are on iCloud or the "On My Phone" Folder.
