This is most of the times due to screen time restrictions, turn off screen time to see if the issues persist
if they persist, open the app store. Is is stating "your account is disabled in the App Store and iTunes"
Then you 're in need of contact with apple support, please Contact - Official Apple Support them
If an app or feature on your device is not working, not appearing, or is restricted (grayed out), a frequent reason is it may have been disabled using Screen Time, or by an IT administrator if you are using a device owned by an employer or educational institution.
- Read this support article If your Apple ID or other options are greyed out in Settings —> If your Apple Account is grayed out in Settings - Apple Support
Tap Settings > Screen Time > Content & Privacy > scroll to Allow Changes and turn on.
- If the device is managed (Settings > General > VPN & Device Management), contact the IT department that is doing the managing.
If a message says 'Your Media & Purchases account has been disabled' - Apple Support or "You cannot login because your account has been locked”, this is not something anybody on this forum can resolve for you. You might be able to request reactivation by tapping Continue right from the alert. If that does not work, Apple provides a link with three options for this specific issue. Tap or click here and choose the self help method, or a contact option ➞ https://getsupport.apple.com/?caller=kbase&PGF=PGF63005&category_id=SC0245&symptom_id=23362 .
or for additional telephone contacts refer to: Contact Apple for support and service - Apple Support
Use the above resources I provide to contact Apple instead of starting at the top level general support link at Contact - Official Apple Support . The special contact link I provided is the most direct contact method to get to the right people at Apple. I am saving you the trouble and time looking for it. 😉
