Administrator for a child with Family account and Screen Time?

Hi, my 12 yo is an aspiring programmer and will get a Mac Mini for Xmas.

I'm trying to find out if I can set up Screen Time for him (he is a part of Family, and it works ok on an iPhone and iPad) while him being an administrator at the same time.

I don't really care if he messes up with settings or installs apps as long as I have a report and can limit overuse of the apps, and he's not using the Mac before school or after bedtime. A standard user is a pain as he would need me too often to i.e. install Python libraries.

I trust him enough that he wouldn't try to temporarily bypass the Screen Time.

Is this achievable by the system or do I need to look at some MDM solution?
