This is probably simpler than I’m making it but we have a problem in our family where our AirPods will randomly sync with another family member’s device when AirPods are turned on. Last night my AirPods connected to my daughter’s iPad even though I had Bluetooth enabled and literally had the iPad on my chest

Stop sharing an Apple ID. Each person needs their own Apple account.
This is just the tip of the iceberg when it comes to the problems you’re going to have sharing an Apple account.
When this happens, have the other family member go into their Bluetooth settings and select "Forget" your AirPods. Hopefully this will help.

Will do. It was weird bc I had never synced my AirPods with her device and we do not share Apple IDs
