If it won't turn on, the only option would be to open it up, extract the hard drive if possible and insert it into a external enclosure to use with the new Mac as an external drive or get it fixed so it turns on.

Beyond that, there is no way to get data from a Mac that won't turn on short of magic.

For the benefit of the OP, this is why one keeps backups. As the saying goes, "All drives fail. It is not a matter of if, but of when."

Maybe the drive here is still intact and salvageable, maybe not … but among old computers using mechanical hard drives, one of the most common causes of system failure is the failure of the hard drive.

If you were backing up the old machine using Time Machine then connect that External Hard Disk (you may need a USB to USB C cable adapter, don't worry they are very inexpensive) to the new Mac and startup Migration Assistant. You can find MA by navigating to Appliications- Utilities - Migration Assistant or simply open Spotlight and type Migration Assistant and it will launch.

If you were not using Time Machine and the internal HD on the old Mac is okay then remove it, put it in an enclosure and then connect it to t he new Mac. Then you can use Migration Assistant to migrate from the old HD.
