Why no "Flemish" keyboard : Azerty lay-out but with Digits as initial top line keys

In Belgium you have to buy a azerty keyboard computer (also because this is the typing layout you learn at school). The use of the top row keys gives priority to the other (accent letters, ...) and not the digits (which can ofc be used in combination with the lock key) ... this is convenient for the french speaking part of the country, not for the flemish one (who do not use accents). So I would find it normal a flemish keyboard is created (azerty with digits as initial, single touch) ... should not be that complicated
