Safari on Sonoma Can't Open PDFs

I've just upgraded to Sonoma 14.7.1 and now, if I try to open a downloaded pdf from Safari's download icon, I get "Safari can’t open the file “<filename in here>” because no available application can open it. However, if I select Show in Finder I can open the file with Preview. Before the upgrade I could open a downloaded pdf from within Safari.


How do I teach Safari 18.1.1 that Preview can open pdfs?

Not only Preview can open pdfs, Safari can too.


This is weird.


First, see if you have any Safari extensions that may be causing trouble.

Next, try testing in Safe Mode. If it works in Safe Mode but not when booted normally, there are third party software modifications involved - possibly an "antivirus" or "cleaner". Please run Etrecheck and post its full report here. Use the "additional text" button and paste the report into the text box.

I'm only running a couple of extensions and it's the same with them disabled and the app restarted.


I tried to boot into Safe Mode and something weird is happening: it gets as far as the login screen then goes black again, then after a few seconds the login screen again, then black again etc. This is really bizarre because I booted into safe mode a couple of days ago diagnosing a different issue. I've rebuilt NVRAM and reset the SMC to no avail.

When I downloaded the latest version of Etrecheck and tried to open it from Safari I got the same error as above. I had to locate the file in Finder, where double-clocking opened it fine. Report attached.
