Presumably you have just updated to iPadOS 18.x.
Passwords saved in your keychain are no longer accessed from device settings. For iOS/iPadOS18, saved Passwords and account credentials are now accessed using the new Apple Passwords App; when you updated to iOS/iPadOS18, this new App will have been automatically installed on your device.

Try deleting the Passwords App from your iPad (don't worry, your saved Passwords are still safely stored in iCloud).
Remove or delete apps from iPad - Apple Support
Having removed the Passwords App, restart your iPad:
Force restart iPad - Apple Support
After the iPad restarts, re-install the Passwords App from the App Store:
They did answer your question. Passwords in password keychain in settings were moved into the new password app on your device. It thru everyone for a loop including me. All my passwords were in the new app after the update.
