Can I use my iPad as a display for Mac mini M4?
I have an iPad as well as a iPhone, was considering purchase of M4 but not clear if I can use iPad as a display (e.g. while travelling)

No. iPad is not a display. There’s no video input mechanism.
Apple does have Universal Control available for iPad and MacOS, which can work with a Mac minimwith a display, but Universal Control is definitely not a display.

Oh, the M4 you referred to was a Mac! That never occurred to me as you posted in the iPad community and indeed I have an iPod Pro M4.

It’s not clear what “use as a display” means.
Your iPad screen is functional any time the iPad is turned on (assuming it has battery charge).
If your old iPad can do this, a new one should be able to as well.
iPad and iPhone are separate devices, and can function separately and can also share data manually, can share via existing mail servers and such, and can share data and files and photos via iCloud.
iPad hardware can be purchased as Wi-Fi, or as Wi-Fi and cellular.
When traveling with an iPad, you can use whatever accessible local Wi-Fi where you are, or can use cellular and a cellular plan, or Wi-Fi via an iPhone or other hotspot if your cellular plan allows that.
An iPad cannot make or receive voice calls, and cannot send or receive SMS. Other than that, and other than the obvious physical differences aside, the IPad and iPhone are very similar in capabilities
