Do I need to activate Cellular when buying a Apple Watch?
if i purchase a watch with the cellular feature...do i have to active the cellular option at the time of purchase?

No, you don't. If you don't subscribe to a cellular plan with your carrier, your Apple Watch will operate just like a "GPS-only" Apple Watch.
I have an Apple Watch GPS + Cellular but I never bothered getting a cellular plan for it. I'm perfectly happy with the standard functionalities. If my iPhone is not near, some of the functionalities are limited, though: Use Apple Watch without its paired iPhone - Apple Support.
