iMessage and RCS Messaging stuck in waiting for activation on iPhone 12 (iOS 18.1.1)

I am using an I-Phone 12 on IOS 18.1.1, I have turned I-Message off and then on again, I have also done the same thing to RCS Messaging, I re-activated I-Message after resetting my Apple account and, I-Message has been sending I-Messages as RCS messages to a certain person in my contacts.

I have been trying to resolve the problem by restarting my phone after disabling I-Message and RCS Messaging then reenabling them again, I have tried everything I could try to resolve the Issue, Is it an issue on the Servers at Apple with I-Message and RCS Messaging Support on IOS 18 and, Could there be other issues effecting the newer I-Phones as well ranging through the I-Phone 13 models through the I-Phone 16 models with the I-Phone 15 line of I-Phones being included?
