I moved from Russia to Kyrgyzstan and because I have money on my Apple ID account I can't change the region. Could you reset my Apple ID account? And I topped up the account with a gift card.

Nobody on these boards can; most of them are other customers. Buy something more expensive than your balance and use a different payment method from the current region for the extra amount; if you can't, click here and ask the iTunes Store staff to zero it.

See if any "other Europe" contact methods work for you. If not then you may be experiencing the problems with using a service in a country with no support. I don't know what to suggest in that case.
there are mostly template texts. but there is no contact with support anywhere. I can't find their contacts anywhere. and I also live in a country where there is no official support. :(
