Why doesn’t my new iPad come with a charger?
I just spent £1400 on a new ipad and there is no included charger!

Yes, given your location, this is entirely normal...
Current models of iPad and iPhone supplied within the European Union (EU) and United Kingdom (UK) do not include a Power Adapter in the box. Apple's EU and UK websites clearly state that only a Charging Cable is included with iPad.
In these countries/regions, the Power Adapter (if required) is now an additional purchase.

No, not normal. All iPads come with a charger.
Where did you buy this from exactly?
The charger is in a tray at the bottom of the box, it's covered by the paper work packet.

iPad models sold within the UK and EU Member States are supplied with only a USB charging cable. If you don't already have a suitable USB-C Power Adapter, that supports USB PD (Power Delivery), the USB Power Adapter is an additional purchase.
