Unfortunately once a newer version of macOS has been released, it is impossible to download an older version of an app from the App Store unless the developer has designed the app to also be compatible with an older unsupported version of macOS.
If you had previously installed the app while Ventura was still the latest version of macOS, then you just need to go to your purchase history to redownload the old version of the app.
This is nothing new and has been this way since the beginning of the App Store.
Some third party developers may offer downloads from their own website which may include older versions of an app that may be compatible with Ventura. You can check the developer's website AND ONLY the developer's website.....any other location to download the app is much too dangerous..
You can always provide Apple with product feedback:

So then you are out of luck as I mentioned. It is a very annoying feature of the App Store. The best you can do is to provide Apple with product feedback regarding the App Store & access to the older versions of those particular apps once the OS is no longer current.
However, there are other options if you need a word processor or presentation app. LibreOffice is a free open source office suite that works a lot like Microsoft Office. Unfortunately MS Office only supports the three most recent versions of macOS (currently Ventura, Sonoma, and Sequoia) so by the end of 2025 MS will no longer actively support Ventura so it makes MS Office a less appealing option.

Yes, that should work if Apple keeps a compatible version of them for download.
I doubt Apple Support would be able to help you get them, there's no harm in trying, just expect to be told the versions you need are not available.
Apps included on your Mac - Apple Support
I've been using Keynote, Numbers and Pages for some time now, and I'm sure I paid for each of them once upon a time. I can still access older versions of all in the App Store as being previously purchased.
I bought a new MBA last fall and I don't recall having to download those apps, but I do have them.
I looked at the link above and was surprised to see those apps as being included with macOS! If this is actually correct, you might simply try reinstall macOS Ventura on your MBP. I imagine the apps would be reinstalled.
Just a thought.
Also, you posted that your Apple ID is new. Did you ever have a different one? Might you have purchased/installed those apps using that previous Apple ID?

But those should already be on your Mac! Are you certain they are not already present, but not in the Dock?
Check the /Applications folder.

Apple likes to shuffle around applications from time to time.
Those three started life as a separately-purchased "iWork" package and later got bundled with new Macs. I do not know if they are bundled into macOS installers, per se, or if Apple just ships them preloaded on top of clean macOS installations.
Safari was once a separately-downloaded application with Mac and Windows versions. If I remember correctly, Microsoft stopped making Internet Explorer for the Mac not too long after Safari came out – so I bet that Apple was happy that they had dodged that bullet!
I suggest you contact apple support and ask them how you are supposed to obtain these apps. If there is a way, they will be able to help you find it.
but don’t just give up if they tell you its hard. Of course its hard. If it were easy, you would not be calling then.

The issue is my current version is 13.7 and if I download Iwork apps on my Mac they require macOS 14 or later but my system does not support version 14 how can I download these apps from another way because I don't have to purchase history this is the new app id account
I must admit, I'm surprised Apple's "three latest OS versions supported" policy doesn't extend to their own apps - if it did, macOS 13 would still be supported and the minimum version for Keynote, Numbers and Pages...

I have no idea, but I'm doubtful. If you try it, then please follow up with the results so we can know for sure when assisting other users with this problem.
Which apps exactly?
Can you not download them from the App Store?
What exactly is the issue?
I don't have purchase history because my apple id is new
Not available any where I already check the dock and application's Folder
