Yep, you have an app or website using your location. Swipe for the Control Center and it should tell you what is using your location.
In most cases, apps should only be set to use your location while you are using the app. You can view the apps that you have granted permission to use your location by going to Settings > Privacy & Security > Location Services. You will see an arrow next to an app that has recently requested your location. Make sure none of them are set to "Always", then the arrow will go away when you quit the app.
If it seems like there may be a problem and the arrow simple will not go away even when checking the apps, then there are a couple of additional steps you can take:

Review the symbols here. It is either the Location symbol meaning an app or website is using your location or the airplane symbol showing that your device is in Airplane mode.
