You can't. Your iPhone is too old and too underpowered to run anything higher than iOS 15.8.3. If you need a higher level iOS version, then it's time to retire your very old iPhone and buy a newer, more modern iPhone.

An iPhone 6s, iPhone 6s Plus, iPhone 7, iPhone 7 Plus, or iPhone SE 1 isn't capable of 16 or above; they require an A11 or better CPU. Try downloading that application to a newer unit on the same Apple ID first.
You don't need to buy a brand-new iPhone in any case, just one that's compatible with 16.
