You seem to be confusing Full Keyboard Access found the Accessibility settings with a similar item you may see when you install a keyboard from the 3rd party which you have downloaded from the app store.

Only the 3rd party stuff has anything to do with using the info you type. Apple's Full Keyboard Access, as others have said, just helps you navigate with the keyboard instead of your fingers on the screen.

Full Keyboard Access simply lets you use an external keyboard with your iPhone.
