You haven't told us which MacBook Air you have – but since it is running macOS 15.1 (Sequoia), it must be a 2020 or later model. I believe you'll find that none of their Technical Specifications promise any refresh rate over 60 Hz.

This Support document suggests that if the first (and in many cases, only) external display has a resolution of 4K, the refresh rate can be as high as 144 Hz.

Use an external display with your MacBook Air - Apple Support

Your monitor's maximum refresh rate of 165 Hz is not supported.

I just noticed that you have two external displays connected.

If this is a M3 MacBook Air, the Support document says that

"The primary display can support up to 6K resolution at 60 Hz or 4K resolution at 144 Hz, and the secondary display can support up to 5K resolution at 60 Hz or 4K resolution at 100 Hz."

So whether the 4K refresh rate limit was 144 Hz or 100 Hz would depend on whether the display was the primary ("id open") one.
