Be aware that the iPad Pro M4 supports only the new Apple Pencil Pro - and the low cost Apple USB-C Pencil. The first and second generation Apple Pencils are not compatible with your iPad Pro M4.

Here is Apple's definitive compatibility list for Apple Pencil and iPad:

Apple Pencil compatibility - Apple Support

If your Pencil is compatible with your iPad, this support page may help with troubleshooting - as may the iPad User Guide:

If you can't pair Apple Pencil with your iPad - Apple Support

Resetting your iPad's Network Settings has also been known to resolve connectivity issues between iPad and Pencil:

Settings > General > Transfer or Reset iPad > Reset > Reset Network Settings
