Why Can't macOS Change Scrolling Settings Separately for Mouse and Trackpad?

Problem:

In macOS, toggling the natural scrolling setting for the mouse also changes the setting for the trackpad, and vice versa. This limitation can be frustrating for users who prefer different scrolling behaviors for these devices. For example, you might want natural scrolling enabled on the trackpad (which feels natural for touch gestures) but disabled on the mouse, as is standard on most other systems.

Has anyone found a way to configure natural scrolling separately for the mouse and trackpad without relying on third-party tools? Isn't it absurd that such a basic feature requires third-party apps to work around macOS's limitations?

I want to disable natural scrolling for the mouse because the default scrolling direction feels more intuitive, as it does on virtually every other system, while keeping natural scrolling enabled for the trackpad, where it makes sense and matches macOS's design philosophy. Shouldn't this be a simple, built-in option rather than requiring external tools?

That is undoubtedly an extremely poor design choice, both in terms of usability and overall user experience. Just look at the popularity of a third-party app designed to resolve this problem—2.7k stars on GitHub and a Homebrew page with tens of thousands of downloads. Clearly, users are flocking to this workaround because Apple neglected to address such a basic need.
