Hi DavidGuidry
welcome to the Apple (user-to-user) Community!
Re: "airpods hearing aid with oxygen tube" " ...with the AirPods as hearing aids they pick up the sound of the
oxygen and that noise overwhelms everything else. We tried adjusting noise cancellation, but it had to be
adjusted to the point that the hearing aid functionality basically doesn’t work
Is there anything else to try or will this feature just not work for her?".
We are all Apple users, like yourself, in the community. If available, a hearing professional may have suggestions.
Am no expert in this area, yet Apple Support has articles online (links below) that may help the situation.
Seems there are various settings and modes that can be adusted.
It may take some experimenting to find out whether precise settings that work can be found.
You may want to check below for any possibilities that you haven't already tried.

There are three sliders for fine-tuning in iPhone Settings that you can adust: Amplification / Tone / Balance
(The default setting has them all set in the middle.)
Settings > [Name]’s AirPods Pro 2 > Hearing Health, > Hearing Assistance > Adjustment Settings

Use Adaptive Audio with your AirPods - Apple Support
Eg: says: About Adaptive mode
Adaptive mode blends Active Noise Cancellation and Transparency mode together to control the level of noise you hear in your headphones based on the changing noise conditions in your environment. You can customize Adaptive Audio to allow more or less noise.

Customize headphone audio levels on your iPhone or iPad - Apple Support
Eg: says:
From the Headphone Audio screen, you can also adjust tone and amplification settings manually.
Tap Play Sample to hear an audio sample with your current settings.
You can change these settings while listening to the sample to compare them.
You can also adjust the audio volume balance between left and right channels:
- Go to Settings > Accessibility > Audio & Visual.
- Adjust the Balance slider.
See the above linked article for other possibilities.
(Eg: Conversation Boost focuses your AirPods Pro on the person who's talking in front of you.)

Article below explains the controls on the AirPods themselves.
