I’m trying to turn off Hide my Email in Settings. When I go to my personal settings, then down to iCloud, there is no category that says Hide my Email. My understanding is that this is where I would turn it off, but it’s not there.

Hide My Email isn't a setting but a service. You can use it or not. If you are using a Hide My Email address which you have created you can deactivate it and never be bothered by it again.

After you deactivate an email address in Hide My Email, it stops forwarding emails to you.
