Having updated to iOS/iPadOS 18.x, the path to Safari settings has changed. With introduction of iOS/iPadOS 18.x, the settings for all Apps, including Apple's pre-installed Apps, now appear within the Apps category within settings:

iPadOS 18.x

Settings > Apps > Safari

iPadOS 17.x and earlier

Settings > Safari
