Someone listening to my phone calls???

Whenever I call someone from my contacts, if the signal takes a little longer to establish a connection, I can hear someone in the background talking gibberish (or a different language) seemingly listening to my phone calls... (Wherein I should be hearing the call ring sound instead of this gibberish guy...). I can hear him through my unconnected phone call then suddenly the call connects to the person I am attempting to call...

This has happened twice now and I will try to get a video recording of it. Has anybody had a similar issue ???
