icloud sign out is greyed out

I’m the family organizer with my kids in my family. I control the screen time, downtime, content restrictions, etc. I have a passcode to protect screen time. My son’s icloud account was hacked so I shut down his account with very strict downtime but the hacker was able to change the password and phone number so the only thing protecting the account is the passcode. But I noticed that my icloud account is greyed out for sign out (due to restrictions). I’m the organizer though and have turned off all restrictions on screen time under my name. Please help me figure this out. I don’t want to stop family sharing because then it will open up my son’s account to the hacker.
