"Offline" will display if one or more of the following are true:
The battery has run down
The phone was powered off
The phone does not have an Internet connection where it is currently located
Unfortunately, you really have no control over any of these things, so all that you can do is keep checking using Find My several times each day to see if the status of the phone has changed, so the phone will display its current location.
Click here for information; in addition, post notices around where it got lost, and if applicable, contact the Lost & Found department of the facility involved.
The Find My service is the only way you or Apple can remotely locate it.

Yes these 3 option i agree 100%.
Since the Find My service doesn't display it, its last known location will be the place where you last saw it. If that sentence is applicable, the instructions for contacting them vary, but generally involve going there or checking its website.

No one here would know that. Try asking at the reception desk.

Your phone remembers Wi-Fi networks to which it connected previously. Assuming that you had not told it to forget them, it would reconnect to them automatically, even when locked.
However, Wi-Fi is a short-range technology. If you lost your phone, it may have been in a place where it wasn't connected to a Wi-Fi hot spot. If somebody stole your phone, chances are they have taken it to some place the phone hasn't been before, where none of the Wi-Fi hot spots it knows about are available.
A cellular Internet connection is probably the phone's best bet at reporting its location – if you had cellular data turned on.

I want to check this on the website... This is the first time I bought an iPhone, and I don't know how to turn on the location for the phone from inside the phone
How we can contact on asking at the reception desk?

They cannot use your phone unless they can guess your passcode correctly in less than 10 tries.
