iPad Air Frozen During OS Restore After Internet Connection Loss

I lost internet connection before my iPad Air could finish restoring a reset.I’ve forced it to restart but cannot what should I do .it’s Stuck on the logo loading the OS which I had already downloaded on iTunes but couldn’t finish installing due to internet connection issue . When the internet was restored it couldn’t continue or start again . Can it be resolved??
