You can copy the File Folder and all your photos to a usb flash drive. What you can not do is backup your settings and apps.

Your best option is to buy more iCloud storage. This would be the less complicated option a lease expense. Check the applications that you have… update them before wiping the iPad. Any app that is no longer in the App Store will not be downloaded when restoring the iPad from the backup.
